HSE defines Work at Height.

HSE defines work at height as work carried out in any place where, if precautions were not taken, a person could fall a distance liable to cause personal injury. You are working at height if you work above ground/floor level, could fall from an edge, through an opening or fragile surface or from ground level into an opening in a floor or a hole on the ground.

The Health and Safety at Work Act 1974 came into force in the UK to regulate and implement workplace health, safety and welfare. The Act allowed a new system to guide employers and employees working at Height, supplying codes of practice to improve working conditions,

The Work at Height Regulations were then put in place in 2005 to prevent death and injury caused by a fall from height, placing an importance on the profession and the health and safety of workers.

They include all work activities where there is a need to control the risk of falling a distance liable to cause personal injury. This is regardless of the work equipment being used, the duration that the person is at a height, or the height at which the work is performed.
