Prepare your school for Martyn’s Law

Martyn’s Law – the Terrorism (Protection of Premises) Bill – received Royal Assent in April 2025 and passed into law. It aims to prepare premises across England, Wales, Scotland and Northern Ireland for, and protect them from, terrorist attacks.

The law classifies premises under two tiers: standard duty and enhanced duty. Standard refers to premises expected to host 200 – 799 people, while enhanced covers those hosting 800+ people.

Implementation period to last two years
The Home Office expects a period of at least 24 months before the legislation is fully implemented. This is to allow for the regulator (the Security Industry Authority) to establish a new regulatory function. And to ensure sufficient time for those responsible for in-scope premises to understand and prepare for their obligations.
Each qualifying premises must appoint a responsible person, who will have to:

•    notify the Security Industry Authority (SIA) of their premises
•    have in place, so far as reasonably practicable, appropriate public protection procedures
