Why the 3 Ps Matter in Emergency Preparedness

The importance of the three Ps — Plan, Prepare, and Practice.

These three principles form the foundation of effective emergency readiness and are essential for creating environments that can respond swiftly and safely under pressure.

Emergencies are, by nature, unpredictable. None of us can say for certain how we will respond in a sudden crisis — and that’s precisely why the 3 Ps are so critical. Being proactive rather than reactive is the best defence when faced with a high-stress situation.

This brings us to the three Fs: Fight, Flight, or Freeze.

These terms are more than just catchphrases — they describe real physiological responses hardwired into our bodies when we perceive danger. Whether it’s instinct to run, to defend, or to completely freeze, every individual’s reaction can vary dramatically, even among the most able-bodied.

It’s a crucial point that often gets overlooked: some people might not be able to move or make quick decisions in the moment. This is not due to a lack of awareness or capability — it’s biology.

Understanding this variability in response is key to inclusive and effective emergency planning.
That’s why it's essential that all spaces — from schools and offices to hotels and public venues — are prepared for every type of response.

Comprehensive training clearly communicated evacuation plans, and regular drills can help ensure that everyone, regardless of their instinctive reaction, has the best chance of staying safe.

Preparedness isn’t just about ticking boxes; it’s about building systems that account for the full range of human behaviour.

And it starts with remembering the 3 Ps: Plan, Prepare, and Practice.
