Build UK members contribute to latest updates to CIP Construction H&S and Environmental Manuals
Build UK Members have continued their work with Construction Industry Publications (CIP) throughout the remainder of 2025 to ensure the Construction Health & Safety (H&S) and Environmental manuals include industry recognised health, safety and environmental policies and standards. To this end CIP works with both Build UK Contractor and Trade Associations Members, including Bowmer and Kirkland, Tilbury Douglas, Morgan Sindall and the NASC.
This integrated approach aims to improve the knowledge and practices of those on site without duplicating information or publishing conflicting advice.
The latest update to the CIP Construction Health and Safety Manual includes the following
H&S Manual
- Updated guidance on leading and lagging indicators
- Updated guidance on organisation structures and individuals - the roles and responsibilities of contractor personnel
- An update to the CSCS Card information, H&S Inductions, and FAQs.
- A new section on the legal implications of GDPR
- Revised guidance on health monitoring, fitness for work and management of ill-health, record keeping and additional information on diabetes
- In the Drugs and Alcohol section there is new guidance on the development of workplace policies and data collection and management
- The Mental Wellbeing section has been updated throughout
- The Mobile Plant and Transport section has been renamed Mobile Construction Equipment and Transport and updated throughout with help from Construction Plant-Hire Association
- Revised and updated guidance on scaffolding and in the Appendix with the assistance of the NASC to take account of the launch of TG30 in full.
- Updated guidance on Crane Forks and Lifting Cages
- In the Working on Railways there has been a PPE British Standards update and new guidance on heritage railways
Environmental Manual
- Environmental Management - guidance on the new BREEAM V.7.
- Legislation - major Changes in Scottish Legislation The Environmental Authorisations (Scotland) Amendment Regulations 2025 amends authorisation of water and waste.
- Procurement - inclusion of guidance on the Procurement Act and the standards that should be specified in Contract and Tender Documents.
- Materials - an update to the range of information including embodied carbon case studies, procurement and specification guide for designers and contractors across England, Scotland and Wales; the Timber licensing and regulation; Topsoil and Subsoil; inclusion of information on ResponsibleSteel; and changes to the Oil Storage guidance due to the coming in to force of The Environmental Authorisations (Scotland) Amendment Regulations 2025.
- Nuisance - update to the Clean Air Zones information
- Waste - amendments due to the introduction of The Environmental Authorisations (Scotland) Amendment Regulations 2025; an update to the Digital Tracking of Waste guidance; and RPS 157 on using asphalt waste is revised to clarify where the RPS applies and includes the now withdrawn RPS 75.
- Energy and Climate Change - an update to the guidance on ESOS.
- Water - updates resulting from The Environmental Authorisations (Scotland) Regulations 2018 (EASR), as amended by The Environmental Authorisations (Scotland) Amendment Regulations 2025 that came into force on 01 November 2025. All water, waste, industrial emissions and radioactive substances activities in Scotland have been brought into a common framework of regulation covering the authorisation of activities and the procedural and enforcement arrangements.
- Training - change to the name of IEMA to ISEP

The Construction Health and Safety Manual and Construction Environmental Manual have been written to help people working in the construction industry to make health and safety and environmental improvements in the construction industry. It is recognised that this guidance contains some advice that may go further than the minimum needed to comply with health and safety law.
The text is strictly monitored by an editorial panel of Health & Safety and Environmental Experts who check its content for accuracy and topicality. The manual is designed in a loose-leaf format so that it can easily be updated, and amendments and new sections are normally published twice a year and are available to manual owners who pay a subscription.
